Dobey is 10th in the PDC Order of Merit after reaching the last four at Alexandra Palace, but was selected from players higher on that list.
Dobey, nicknamed Hollywood, will compete in front of a home crowd when the Premier League comes to Newcastle on March 27.
Two years ago, he won five PDC Championship titles, including the Masters, and finished seventh in his Premier League debut in 2023.
He is also preparing for the challenge of taking on Littler, van Gerwen, Luke Humphries, Stephen Bunting, Gerwyn Price, Rob Cross and Nathan Aspinall in the competition, which starts next month in Belfast.
“You play against the elite week in and week out in amazing places and amazing cities,” he said.
“When I first did it, I really enjoyed it and felt like I belonged there.
“It’s just great to be on TV every week on big stages. The Premier League has improved my game even further and I hope to be able to produce it regularly on the big stage.”
